Indian Embassy Baku Fees – Visa, Passport, PCC, OCI and Consular Charges

The Embassy of India in Baku charges fees in Azerbaijani manat for regular visas, Indian passport services, Police Clearance Certificates, document attestation and other consular services.

The regular visa and miscellaneous consular fee schedules are effective from 1 April 2026. The passport, PCC and travel-document fee schedule is effective from 1 July 2026.

For example, a regular tourist visa valid for up to one year costs AZN 186, an adult 36-page Indian passport costs AZN 219, a Police Clearance Certificate costs AZN 74, and an ordinary civil-document attestation costs AZN 22 under the applicable categories.

Fees can change because of exchange-rate adjustments or government revisions. Confirm the applicable category and total with the Embassy before visiting.

The appropriate charge depends on the applicant’s nationality, service type, validity, number of documents and whether a special reciprocal fee applies.

India Visa Fees in Azerbaijan

The following standard regular visa fees are effective from 1 April 2026.

These figures include an AZN 6 Indian Community Welfare Fund contribution. Special rates apply to nationals of certain countries.

A tourist visa is intended for tourism, recreation and casual visits. It cannot be used for employment or regular business activity.

Applicants should not assume that the standard Azerbaijan-resident fee applies merely because the application is submitted in Baku. Visa fees are determined partly by the applicant’s nationality.

How Are Regular Visa Fees Paid?

The Embassy’s regular visa instructions state that visa fees are accepted:

  • In cash
  • In Azerbaijani manat
  • At the Embassy

Fees are non-refundable. Paying a fee does not guarantee that a visa will be issued.

Are e-Visa Fees the Same?

No. The above table concerns the Embassy’s regular visa schedule.

An Indian e-Visa uses a separate online fee structure based on:

  • Nationality
  • e-Visa category
  • Validity
  • Time of year in some tourist categories
  • Online payment charges

Applicants should check the amount displayed on the official Indian e-Visa portal.

Do not send e-Visa payment to a personal bank account or an unauthorised agent.

Indian Passport Fees in Azerbaijan

The passport fee schedule effective from 1 July 2026 includes an AZN 4 ICWF contribution in each total.

A minor passport is generally valid for five years or until the holder reaches 18 years of age, whichever is earlier, subject to the selected category.

Passport Fee Discount

The fee schedule provides a 10% discount on the passport fee for fresh applications—not reissues—for:

  • Minors up to eight years of age
  • Senior citizens above 60 years of age

The ICWF contribution remains separate. Confirm the rounded final amount with the Embassy.

Pension and Life Certificate Fees

The Embassy schedule lists the following as gratis:

  • Attestation of pension papers
  • Life certificates relating to pensioners
  • Consular signature and seal for a declaration of pay or pension where required

Applicants may still need to provide the original passport, pension documents and other proof.

The amount payable in AZN and payment method should be confirmed with the Embassy. Do not calculate and pay your own conversion without instructions.

Registration of Indian Nationals Fee

The Embassy’s online registration form for Indian nationals does not display a fee.

Indian citizens visiting, working or studying in Azerbaijan can use the official form without a payment field being shown.

Does the ICWF Fee Apply Separately?

The Indian Community Welfare Fund contribution is already included in the totals shown in the Embassy PDFs:

  • AZN 6 in the published regular visa totals
  • AZN 4 for passport, PCC and travel-document services
  • AZN 4 for miscellaneous consular and attestation services

Do not add the ICWF amount again when a table already shows the total fee.

Are Embassy Fees Refundable?

Visa fees are non-refundable, even when:

  • An application is withdrawn
  • A visa is refused
  • The applicant changes travel plans
  • A shorter visa is granted
  • Additional documents are requested

Refund rules for passport and consular services depend on the applicable service and government rules. Confirm before payment.

The Embassy’s published instructions state:

  • Regular visa fees are accepted in cash in AZN
  • Passport fees are accepted in cash in AZN
  • Applicants should check the applicable fee before visiting
