OCI Card Application in Azerbaijan – Eligibility, Documents, Fees and e-OCI

Eligible foreign citizens living in Azerbaijan can apply for registration as an Overseas Citizen of India Cardholder through the official OCI Services portal. The original supporting documents are verified by the Embassy of India in Baku when it has jurisdiction over the application.

The Government of India launched the electronic OCI card, or e-OCI, on 30 June 2026. New applicants and existing OCI cardholders can receive a digital OCI card through the official portal. Existing physical OCI booklets continue to remain valid.

The application fee for fresh OCI registration submitted through an Indian Mission abroad is US$275 per applicant or its equivalent in local currency. Applicants should confirm the exact local payment amount and method with the Embassy before submission.

OCI eligibility is governed by the Citizenship Act and applicable rules. Indian origin by itself does not guarantee registration if a statutory exclusion applies.

What Is an OCI Card?

An Overseas Citizen of India Card is an immigration and registration status available to certain eligible foreign citizens connected with India.

An OCI Cardholder generally receives a multiple-entry lifelong visa for visiting India, subject to the conditions and special permissions applicable to certain activities.

Despite its name, OCI is not full Indian citizenship or dual citizenship.

An OCI Cardholder:

Remains a foreign citizen
Travels using a valid foreign passport
Does not receive an Indian passport
Does not have Indian voting rights
Cannot hold constitutional public office merely because of OCI status
Remains subject to Indian laws while in India
May require special permission for certain protected activities

OCI should not be described as an Indian passport, nationality certificate or unrestricted dual citizenship.

What Is the New e-OCI Card?

The Government of India introduced the e-OCI Card on 30 June 2026.

According to the Embassy of India in Baku:

e-OCI is available for new applicants
Existing physical OCI Cardholders can obtain the digital card
e-OCI contains enhanced security features
It is integrated with Immigration Check Posts
Holders do not need to carry a physical OCI copy for immigration clearance and other applicable services
e-OCI can be downloaded from the OCI portal
It can also be accessed through the official Indian Visa Su-Swagatam application
Existing physical OCI booklets remain valid

New OCI registrations are now issued in digital form according to the Embassy notice.

Is an Existing Physical OCI Card Still Valid?

Yes. The Embassy states that existing physical OCI booklets continue to remain valid and will be accepted for immigration and related services.

An existing OCI Cardholder does not lose OCI status merely because a digital version has been introduced.

However, passport or personal particulars should be updated when required under the current OCI rules before downloading an e-OCI reflecting the updated information.

How Can an Existing OCI Cardholder Download e-OCI?

An existing cardholder can generally:

Visit the official OCI Services portal.
Use the email address linked with the OCI record.
Log in to the account.
Request generation of the e-OCI Card.
Complete any required passport or personal-detail update.
Download the approved e-OCI.

The e-OCI FAQs state that no additional information is ordinarily required merely to generate the digital card from an existing eligible record.

An e-OCI Card may be downloaded up to five times per day. If that limit is reached, it can be downloaded again on the following day.

Who Is Eligible for an OCI Card?

Subject to the statutory conditions and exclusions, eligibility may arise where a foreign citizen:

Was an Indian citizen at the time of, or after, the commencement of the Constitution of India
Was eligible to become an Indian citizen on 26 January 1950
Belonged to a territory that became part of India after 15 August 1947
Is a child, grandchild or great-grandchild of such a person
Is a minor child of an eligible person
Is a minor child whose parents are Indian citizens
Is a minor child where one parent is an Indian citizen
Is a foreign-origin spouse of an Indian citizen, subject to the marriage and eligibility requirements
Is a foreign-origin spouse of an OCI Cardholder, subject to the marriage and eligibility requirements

The applicant must prove both the Indian connection and the relationship through acceptable documents.

Can a Foreign Spouse Apply for OCI?

A foreign-origin spouse of an Indian citizen or OCI Cardholder may apply when:

The marriage is legally registered
The marriage has continuously subsisted for at least two years immediately before the application
The applicant satisfies all other conditions
No statutory exclusion applies
Required security clearance is granted

A spouse-based applicant must attend a personal interview during the document-verification stage.

The initially issued OCI status for a foreign-spouse-based applicant is valid for five years under the current official FAQ.

If the marriage ends because of divorce, separation or death, the OCI obligations and possible surrender requirements must be addressed with the Government of India.

Only one living spouse fulfilling the applicable statutory conditions can be registered under the spouse category.

Who Is Not Eligible for OCI?

A person is not eligible if the applicant, or either parent, grandparent or great-grandparent, is or was a citizen of:

Pakistan
Bangladesh
Another country notified by the Central Government for this purpose

Refugees and stateless persons are also not eligible for OCI registration.

Additional exclusions or security considerations may apply under Indian law. Applicants should not assume eligibility solely because a spouse, parent or grandparent has an Indian connection.

Can an Indian Citizen Apply for OCI?

No. OCI is a status for eligible foreign citizens.

An Indian citizen cannot simultaneously use OCI as a substitute for an Indian passport. A former Indian citizen must first complete the required renunciation and passport-surrender formalities after acquiring foreign citizenship.

Applicants who surrendered an Indian passport in or after 2010 may be required to upload the cancelled or surrendered passport and Surrender Certificate.

Documents Required for an OCI Application

The exact documents depend on the basis of eligibility. Applicants should generally prepare:

The present foreign passport should ordinarily have at least six months’ validity at the time of application submission.

Proof of Address in Azerbaijan

Address evidence can include:

Electricity bill

Residence permit
Another accepted address document
An undertaking from a relative when the residence proof is in that relative’s name

The address should match the applicant’s actual residence.

When an applicant is applying from a country other than the country of citizenship, ordinary residence generally means continuous residence in that country for six months. An exception applies to certain children up to 12 years of age.

Proof of Indian Origin

Depending on the claim, supporting evidence may include:

Former Indian passport
Indian passport of a parent, grandparent or great-grandparent
Domicile certificate
Nativity certificate
Birth certificate
Existing OCI or former PIO records
Certificate from a competent Indian authority
Other government records establishing the Indian connection

The applicant must also establish the relationship between themselves and the relevant Indian-origin ancestor.

Documents for OCI Through Parents or Grandparents

An applicant claiming eligibility through a parent, grandparent or great-grandparent may need:

Applicant’s birth certificate
Parent’s birth certificate
Grandparent’s or great-grandparent’s birth record
Marriage certificates connecting generations
Indian passport or nationality evidence of the relevant ancestor
Domicile or nativity certificate
Other relationship documents

The document chain should clearly connect the applicant to the person through whom Indian origin is claimed.

A missing link in the chain can delay or prevent approval.

Documents for a Minor Child

For a minor child, the application may require:

Child’s current foreign passport
Child’s birth certificate
Marriage certificate of the parents
Indian passport of one or both parents
OCI Card of a parent, where applicable
Proof of the parents’ Indian citizenship or origin

OCI Photograph and Signature Requirements

The official OCI FAQ prescribes a square photograph with:

Size not less than 51 mm × 51 mm
Approximately 80% face coverage
Plain light-coloured background
Background should not be white
Full frontal view
Head and shoulders visible
Full face centred in the photograph
No border

Digital photograph dimensions:

Minimum: 200 × 200 pixels
Maximum: 900 × 900 pixels
File format: JPEG or JPG
Maximum file size: 200 KB

The signature image must also be uploaded in JPEG or JPG format within the portal’s file-size limit.

For a young child unable to sign, the prescribed thumb impression should be used according to the portal instructions.

How to Apply for an OCI Card in Azerbaijan

Step 1: Confirm Eligibility

Read the current OCI eligibility rules before beginning. Confirm:

Basis of Indian origin
Relationship documents available
Present foreign citizenship
Spouse eligibility, if applicable
Pakistan/Bangladesh ancestry exclusion
Embassy jurisdiction

Do not pay the fee until a plausible document chain has been identified.

Step 2: Register on the Official OCI Portal

Visit the official OCI Services website and create an account.

Enter:

Name exactly as shown in the current passport
Date of birth

Do not share an OTP or password with an agent.

Step 3: Select Fresh OCI Registration

Choose fresh registration if applying for OCI for the first time.

The official fresh-registration fee for an application submitted at an Indian Mission abroad is US$275 per applicant or its equivalent in local currency.

Confirm the amount in AZN and the accepted payment method with the Embassy of India in Baku.

Step 8: Present Original Documents

After completing the online application, applicants are required to bring the original supporting documents to the Indian Mission for verification.

Under the current OCI FAQ:

Hard copies or printouts of the application are not required merely for verification
Photocopies of documents already uploaded are not ordinarily required
Original supporting documents must be presented

Follow any specific appointment or submission instructions issued by the Embassy.

Step 9: Complete Interview or Biometrics

Spouse-based applicants must attend a personal interview.

Biometrics may be captured during the application stage at the Embassy or, where permitted, at an Immigration Check Post on arrival in India.

Applicants below 12 years and above 70 years are exempt from biometric capture under the current FAQ.

Step 10: Track the Application

Once the documents are verified and the application is acknowledged online, an automatic email should indicate that the application has been received and is under process.

Track the application through the official portal.

Step 11: Download the e-OCI

After approval, the electronic OCI card can be downloaded through the OCI portal or accessed through the official Su-Swagatam application.

Keep the digital file secure and ensure that the particulars match the current passport.

OCI Processing Time

The official OCI FAQ states that processing normally takes about 30 days from the date the complete application is acknowledged on the online system.

This period begins after:

Online submission is complete
Documents are uploaded correctly
Originals have been verified
Application has been acknowledged
Required interview or biometrics have been completed
No deficiency remains

Processing may take longer because of:

Security clearance
Spouse-based verification
Missing relationship evidence
Unclear Indian-origin documents
Foreign document authentication
Incorrect photograph

Do not book non-refundable travel solely on the expected 30-day period.

Is a Personal Interview Required?

A personal interview is mandatory for a foreign spouse applying under the spouse provision of Section 7A of the Citizenship Act.

Other applicants do not ordinarily require a personal interview, though the Mission can request clarification or additional verification.

Are Biometrics Required?

Biometric capture of fingerprints and facial features is mandatory where technically feasible, subject to exemptions.

Applicants applying through an Indian Mission abroad may:

Provide biometrics at the Mission; or
In permitted cases, provide them at an Immigration Check Post upon arrival in India

Providing biometrics at the document-verification stage is recommended.

Applicants below 12 years or above 70 years are exempt.

OCI Passport Renewal and Update Rules

An OCI Cardholder does not need a complete reissue every time a foreign passport changes.

The current rules broadly provide:

OCI reissue is required once when a new passport is issued after the holder completes 20 years of age
A copy of the new passport and a recent photograph should be uploaded each time a new passport is issued up to age 20
The same online update is required once after completing 50 years of age
Updates should be completed within three months of receiving the new passport
Eligible online updates are ordinarily gratis
A delayed update after three months may attract a US$25 fee

A spouse-based OCI Cardholder must upload the new passport and photograph each time a new passport is issued, along with the required declarations involving the Indian or OCI spouse.

Lost or Damaged OCI Card

For a lost or damaged OCI record, the applicant may need:

OCI miscellaneous-service application
Police report concerning loss or theft
Copy of the OCI Card, if available
Current passport
Recent photograph
Address proof
Authorised translation of a foreign-language police report
Applicable US$100 fee or local equivalent

With e-OCI, an existing valid digital record may be downloadable, but a reported loss, damaged physical booklet or incorrect record should still be handled through the prescribed portal service.

“Record Not Found” While Downloading e-OCI

If the portal displays “Record Not Found”:

Check that all details were entered correctly.
Confirm the registered email address.
Verify the passport and OCI particulars.
Complete any pending passport update.
Contact the Embassy, FRRO or designated helpdesk if the problem continues.

If an OTP does not arrive, check the spam folder and confirm the registered email or mobile number.

Benefits of an OCI Card

OCI status generally provides:

Exemption from routine registration with FRRO for the permitted duration
Certain parity with Non-Resident Indians in notified fields
