Indian citizens facing a consular problem in Azerbaijan can register and track a grievance through the Ministry of External Affairs’ MADAD portal.
MADAD stands for the Consular Services Management System created to assist Indians abroad who require consular support. It connects grievances with the concerned Indian Mission or Post and allows the complainant to track the handling of the case online.
The portal can be used for matters such as imprisonment, repatriation, salary dues, employer problems, physical or sexual abuse, worker-rights violations, mortal-remains repatriation and tracing the whereabouts of an Indian citizen.
Official MADAD portal: https://www.madad.gov.in/
MADAD helpline: 1800-11-3090
Indian Embassy Baku emergency number: +994 51 207 1621
In an immediate threat to life, ongoing violence, arrest, serious accident or medical emergency, contact the relevant local authority and Embassy directly. Do not wait for an online grievance to be processed.
What Is the MADAD Portal?
MADAD is the Ministry of External Affairs’ online consular grievance-management system. It allows members of the public to register consular grievances concerning Indian citizens abroad and track their progress.
According to the MEA, Indian Missions and Posts abroad and relevant Ministry offices are connected with the system for grievance tracking and follow-up.
The portal is designed to support:
- Online filing of consular grievances
- Forwarding to the concerned authority
- Tracking of complaint status
- Escalation and prioritisation
- Linking of related complaints
- Monitoring until eventual resolution
MADAD does not replace the police, court, labour authority, hospital, lawyer or immigration authority of Azerbaijan.
Who Can File a MADAD Complaint?
The Embassy of India in Baku states that MADAD and CPGRAM grievance portals are for grievances involving Indian nationals.
A complaint may be initiated by:
- An Indian citizen facing distress in Azerbaijan
- An Indian family member reporting a relative’s case
- An authorized representative with complete details
- A person reporting the imprisonment, disappearance, abuse or death of an Indian national
The complainant should be able to establish identity, relationship or authority and provide verified information about the affected Indian citizen.
A foreign national who cannot use the citizen grievance portal may contact the Community Welfare or Consular Section of the concerned Indian Mission by email, according to the Embassy’s guidance.
MADAD Grievance Categories
The Ministry of External Affairs lists the following types of complaints as handled through MADAD:

- Work permit
- Salary slips or bank statements
- Recruiting-agent agreement

The portal interface may change, but the general process is:

- Complete mobile-number or email verification if prompted.

How to Write the Complaint Description
A useful complaint description should answer:
- Who is affected?
- What happened?
- When did it happen?
- Where did it happen?
- Who is responsible or involved?
- Which authorities have already been contacted?
- What evidence is available?
- Is there a safety or medical emergency?
- What specific consular assistance is requested?
Sample MADAD Complaint Format
Affected person: [Full name], Indian passport number [number]
Location: [City and complete address in Azerbaijan]
Grievance category: [Category]
Summary: On [date], the affected person [brief description of incident]. The matter was reported to [authority/employer] on [date] under reference number [number].
Action already taken: We contacted [police/employer/lawyer/Embassy] and received the following response: [brief response].
Current concern: [Safety, detention, unpaid salary, missing person, repatriation or other concern].
Assistance requested: We request the Embassy/MEA to [specific and realistic request].
Attached documents: [List of documents].
The request should seek consular assistance rather than demand an action that the Embassy has no authority to perform.
How to Track MADAD Complaint Status
After submission, preserve the grievance number generated by the portal.
The official MADAD website provides a grievance-tracking facility. Depending on the current interface, the complainant may be able to:
- Sign in and view registered grievances
- Use the grievance number to track status
- Review updates or remarks
- Respond to requests for information
- Upload additional documents where enabled
- View transfer or escalation information
- Check whether the grievance has been closed
Official direct tracking page:
Do not publish the grievance number or personal case information publicly.
What Do MADAD Status Updates Mean?
The wording displayed by the portal may change. A grievance may generally move through stages such as:
- Submitted or registered
- Forwarded to concerned Mission or office
- Under examination
- Additional information required
- Action or follow-up in progress
- Transferred to another authority
- Resolved or closed
A status marked “forwarded” does not mean the requested outcome has been approved. It normally indicates that the grievance has been sent to the concerned authority for examination.
A closed grievance does not necessarily mean that a court, employer or foreign authority decided in the complainant’s favour. Read the final remarks carefully.
What If the Embassy Requests More Information?
Respond promptly and provide:
- MADAD grievance number
- Full name of the affected citizen
- Correct passport number
- Requested documents
- New case developments
- Updated local contact information
- Lawyer, police or hospital details
- A short explanation of each attachment
Mention the grievance number in the email subject line. Do not start a new unrelated email chain each time.

Is MADAD Suitable for an Emergency?
MADAD creates a trackable consular record, but an online submission alone is not an emergency-response call.
For an immediate emergency:
- Contact the relevant Azerbaijani police, medical or emergency authority.
- Call or WhatsApp the Indian Embassy emergency number.
- Move the affected person to a safe location where possible.
- Contact the local lawyer, hospital, employer or insurer as applicable.
- Register the MADAD grievance for ongoing tracking and follow-up.
Do not wait for the portal status to change before seeking urgent medical or police assistance.
Complaints MADAD May Not Resolve
The Embassy of India in Baku publishes important limitations on consular grievances.
Purely Private or Family Disputes
Purely personal family matters may fall outside ordinary consular intervention. However, destitute Indian nationals—particularly women and children in distress—may be assisted on a case-by-case basis.
Complaints Against Foreign Airlines or Private Schools
The complainant may need to approach the relevant company, regulator, consumer authority or local authority instead of relying on MADAD.
Fraud and Criminal Activity
Online fraud, financial fraud, violence and other suspected crimes must be reported to the competent law-enforcement authority. A complaint to the Embassy or MADAD is not a substitute for a police report.
Foreign Visa Decisions
Every country has sovereign authority to grant or refuse visas. Indian Missions and the MEA cannot compel a foreign government to issue a visa.
Court Cases
The Embassy cannot ordinarily file a private court case on an individual’s behalf or act as the person’s lawyer. A locally qualified lawyer may be required.
Commercial Disputes
A commercial dispute may require action through the concerned contractual, regulatory, judicial or trade mechanism. The Embassy’s guidance points complainants towards the appropriate authority rather than promising diplomatic enforcement.
Punitive Action Against an Individual
The Embassy or MEA cannot cancel or impound someone’s passport merely because another individual filed a complaint. A court order or other legal basis is required.
Preventing Someone from Travelling
An Embassy cannot prevent an individual from entering or leaving a country without an applicable lawful order or legal basis.
Employment Complaints on MADAD
Employment-related grievances may be filed when an Indian worker in Azerbaijan faces:
- Unpaid salary
- Contract substitution
- Passport retention
- Physical abuse
- Unsafe working conditions
- Abandonment
- Employer threats
- Illegal deductions
- Recruiting-agent misconduct
- Refusal to provide return travel where contractually required
Attach:
- Signed employment contract
- Recruiting-agent details
- Visa and work permit
- Salary records
- Employer messages
- Payment receipts
- Police or labour complaint
- Evidence of passport retention
- Medical records, if relevant
The Embassy may attempt reconciliation through negotiation where both sides agree. This is not the same as a labour-court judgment or legal arbitration.
Arrest and Imprisonment Complaints
Select the imprisonment-related category and provide:
- Arrest date and location
- Police station or detention facility
- Case number
- Alleged offence, if officially confirmed
- Court and hearing details
- Lawyer’s information
- Medical concerns
- Family contact
- Assistance required
For complete guidance, read Indian Citizen Arrested in Azerbaijan – Embassy Help, Consular Access and Legal Assistance.
Mortal-Remains Repatriation Complaints
Select the mortal-remains category where a family requires consular coordination after an Indian citizen’s death.
Provide:
- Deceased person’s identity
- Passport and visa copies
- Date and place of death
- Hospital and mortuary details
- Death certificate
- Police report in an unnatural death
- Legal next-of-kin details
- Decision regarding repatriation or local funeral
- Insurance and employer information
- Documents already obtained
- Specific delay or assistance required
See our guide to Death of an Indian Citizen in Azerbaijan – Registration, Documents and Repatriation of Mortal Remains.
Tracing a Missing Indian Citizen
For a missing or uncontactable Indian citizen, provide:
- Recent photograph
- Passport copy
- Azerbaijan address
- Last known location
- Date and time of last contact
- Phone number
- Employer, university or hotel details
- Travel itinerary
- Medical or vulnerability concerns
- Police-report details
If there is an immediate safety concern, contact the local police and Embassy directly before or alongside filing MADAD.
What If You Entered Incorrect Information?
If the portal allows editing, correct the information through the account. Otherwise, use the portal’s available update mechanism or contact the Embassy with:
- Grievance number
- Incorrect information
- Correct information
- Reason for correction
- Supporting document
Do not file a second grievance merely to correct a spelling error unless instructed to do so.
What If There Is No Update?
Take these steps:
- Check the grievance through the official tracking page.
- Read whether additional information has been requested.
- Confirm that your email and telephone number are working.
- Send a concise follow-up to the Consular Section.
- Include the grievance number in the subject.
- Attach only new or requested evidence.
- Explain any change in urgency.
- Use the Embassy emergency number only if the matter has become a genuine emergency.
Repeated daily complaints without new information are unlikely to help. A factual follow-up linked to the existing grievance is more effective.
MADAD Helpline
The Ministry of External Affairs lists the MADAD helpline as:
1800-11-3090
Availability and call accessibility may differ when dialing from outside India. The online portal and Embassy’s official contact channels should also be used.
MADAD Versus Embassy Registration
MADAD grievance registration and registration with the Indian Embassy are different.
| MADAD grievance | Embassy registration |

| Reports a consular problem | Records an Indian citizen’s presence in Azerbaijan |
| Generates a grievance record | Provides contact details for advisories and emergencies |
| Used after or during a problem | Ideally completed before an emergency |
| Supports tracking and follow-up | Supports community communication |
| Case-specific | Residence or travel-information based |
