Azerbaijan Registration at Place of Stay for Indians – 15-Day Rule, Online Form and Fine

Indian citizens who intend to stay in Azerbaijan for more than 15 days must be registered at their place of stay within 15 days of arrival.

A hotel, hostel, hospital, apartment owner or other receiving party can submit the registration. The Indian visitor can also complete the process personally through the State Migration Service’s available online or physical channels.

No state fee is charged for registration at the place of stay.

Failure to register within the prescribed period creates administrative liability. Azerbaijan’s State Migration Service states that foreigners who violate the rules of stay, residence or transit may face a fine of AZN 300–400, with or without administrative expulsion from Azerbaijan.

Registration threshold: Stay exceeding 15 days
Registration deadline: Within 15 days after arrival
State fee: No fee
Address-change deadline: Within 5 working days after arrival at the new address

Who Must Register in Azerbaijan?

Registration is required for an Indian citizen who will temporarily stay in Azerbaijan for more than 15 days.

Examples:

Intended stayRegistration required?
7 daysNo, under the general 15-day threshold
14 daysNo
Exactly 15 daysGenerally no, because the rule applies to stays exceeding 15 days
16 daysYes
30 daysYes
90 daysYes
Student or worker on a long stayYes, in addition to other immigration requirements

The registration period does not extend the visa or authorized stay. The traveller must separately comply with the visa expiry date and any residence-permit requirements.

When Does the 15-Day Period Start?

The period begins from the foreign citizen’s date of arrival in Azerbaijan.

The registration should be completed within 15 days after arrival when the intended stay exceeds 15 days.

Example:

If an Indian citizen enters Azerbaijan on 1 September and plans to remain for 20 days, the place-of-stay registration should be completed within the applicable 15-day period calculated from arrival.

Use the official State Migration Service registration-deadline calculator when available instead of relying only on manual counting.

Who Is Responsible for Registration?

Registration can be handled by the receiving party at the place where the Indian citizen is staying.

A receiving party may include:

  • Hotel
  • Hostel or guest house
  • Sanatorium
  • Rest home
  • Boarding house
  • Camping or tourist facility
  • Hospital
  • Apartment owner
  • Owner of another residential property
  • Other qualifying accommodation provider

The foreign citizen can also apply personally.

Even where the hotel or landlord says it will handle registration, the traveller should obtain confirmation and verify that the process was completed correctly.

Hotel Registration for Indian Tourists

Hotels commonly collect a guest’s passport details at check-in to complete the applicable registration.

Ask the hotel:

  • Will you register me with the State Migration Service?
  • On which date will registration be submitted?
  • What address will be entered?
  • Can you give me the registration number or confirmation?
  • Will you update or cancel the registration when I leave?
  • What happens if I move to another hotel?

Do not assume that passport scanning at reception automatically means migration registration has been completed.

A booking receipt is not the same as State Migration Service registration confirmation.

Registration in a Rented Apartment

If an Indian citizen stays in a rented apartment, the owner or receiving party may complete the registration.

The process generally requires:

  • Registration application
  • Copy of the visitor’s passport
  • Visa page
  • Page showing the latest entry into Azerbaijan
  • Accommodation address
  • Receiving party’s information

The visitor should ask the landlord to complete registration promptly and provide proof.

If the owner refuses, the visitor can contact the State Migration Service and ask about self-registration. Do not wait until the deadline has passed.

Registration While Staying with Friends or Relatives

When staying in a private residence, the owner or person providing the accommodation should assist with registration.

Confirm:

  • Complete legal address
  • Property owner’s identity
  • Whether the owner has submitted the application
  • Registration period
  • Registration confirmation
  • Procedure when moving or leaving

An informal invitation from a friend does not replace the migration registration.

Documents Required

The State Migration Service publishes two main requirements:

  • Completed application form
  • Copy of the passport or other border-crossing document

The passport copy should include:

  • Passport identity page
  • Visa page
  • Page or record showing the latest entry into Azerbaijan

The registration system may also request:

  • Arrival date
  • Planned departure date
  • Accommodation address
  • Host or receiving-party details
  • Telephone number
  • Email
  • Information about the visa or authorized stay

Follow the fields displayed by the current official portal.

Is an Original Passport Required?

The published requirement is a copy of the passport or other border-crossing document, including the relevant visa and entry pages.

A hotel may temporarily inspect or scan the original passport to verify identity.

Do not leave the original passport with an agent or accommodation provider for indefinite custody. If an original is temporarily retained for a legitimate official procedure, ask for a written receipt and return time.

  • Avoid APK files sent by agents.
  • Review the application permissions.

Is There a Registration Fee?

No. The State Migration Service states that no state fee is required for registering a foreign citizen or stateless person at the place of stay.

Be cautious if an agent asks for a large “government registration fee.”

A hotel or private service provider could have its own administrative arrangement, but it should not misrepresent that charge as a mandatory State Migration Service fee. Ask for a written breakdown and receipt.

How Long Does Registration Take?

The State Migration Service states that, after receiving the application, it enters the foreign citizen’s information into the Unified Migration Information System and informs the applicant, generally within one working day.

This is an official processing indication, not permission to submit after the 15-day deadline.

Apply early enough to correct an error or missing document.

How Long Is the Registration Valid?

For a visitor who entered with a visa, registration generally corresponds to the authorized period indicated by the visa or the applicable stay period.

Registration does not:

  • Extend an e-visa
  • Create a new visa
  • Grant work rights
  • Replace a work permit
  • Replace a Temporary Residence Permit
  • Legalize an overstay
  • Permit residence beyond the authorized immigration period

If a longer stay is needed, use the correct visa, stay-extension or residence process.

How to Check Registration Status

The State Migration Service provides electronic services for checking place-of-stay registration information and tracking applications.

Official electronic-services portal:

The service may request information such as:

  • Passport number
  • Registration number
  • Application reference
  • Arrival information
  • Verification code

Keep the registered email and telephone number accessible.

What Proof Should You Keep?

Save:

  • Registration acknowledgement
  • Registration number
  • Confirmation email
  • Screenshot or downloaded result
  • Hotel or landlord confirmation
  • Application submission date
  • Registered address
  • Registration validity
  • Passport and visa copies

Keep a digital copy accessible on your phone and secure cloud storage.

What If the Hotel Says Registration Is Complete?

Ask for evidence.

Verify:

  • Correct passport number
  • Correct spelling of name
  • Correct date of birth
  • Correct entry date
  • Correct registered address
  • Correct validity period

An incorrect registration can still create difficulties. Ask the hotel to correct an error immediately.

What If You Change Hotels or Apartments?

A foreign citizen who changes the place of stay should register at the new address within five working days from arrival at that address.

Example:

An Indian traveller is registered at Hotel A and then moves to an apartment. The apartment is a new place of stay. The traveller or new receiving party should complete the applicable registration at the new address within five working days.

Do not assume the original hotel registration remains sufficient after a permanent move to a different address.

When Is Re-Registration Not Required?

The State Migration Service has published that where a foreigner temporarily stays in another apartment owned by the same owner as the accommodation where the person is already registered, re-registration may not be required under the specified rule.

Because property and address facts matter, confirm the particular case with the State Migration Service.

What Happens When You Leave the Accommodation?

The receiving party should follow the applicable deregistration or address-update procedure when the visitor leaves.

Before checkout or moving:

  • Ask whether deregistration is automatic.
  • Ask whether the new hotel will submit a new registration.
  • Preserve the old confirmation.
  • Register the new address within the required time.
  • Confirm that the migration record reflects the correct location.

Do not ask the previous host to keep a false address active.

Fine for Failure to Register

The State Migration Service states that foreigners violating the rules of stay, residence or transit may be fined:

AZN 300–400

The administrative action may be imposed:

  • With expulsion from Azerbaijan, or
  • Without expulsion

The actual outcome depends on the violation and decision of the competent Azerbaijani authority.

Non-registration may also create problems with:

  • Departure
  • Future visa applications
  • Residence-permit applications
  • Immigration checks
  • Extension of stay
  • Work-permit or employment matters

Register on time instead of relying on paying a fine later.

Liability of a Landlord or Host

A citizen or other person in Azerbaijan who provides accommodation to a foreigner may also face a fine for failing to take timely registration or deregistration measures.

The State Migration Service publishes a fine of:

AZN 300–500

for a person providing residential space who fails to take the prescribed registration or deregistration steps.

Hotels, officials and legal entities may be subject to different or higher sanctions under applicable law.

This does not remove the traveller’s responsibility to check compliance.

What If You Missed the Deadline?

Contact the State Migration Service immediately.

Provide:

  • Passport
  • Visa
  • Entry record
  • Current address
  • Intended departure date
  • Explanation for delay
  • Host or hotel information
  • Any attempted-registration evidence

Do not:

  • Submit false arrival dates
  • Use a false address
  • Ask a hotel to backdate the registration
  • Ignore the problem until airport departure
  • Pay an unofficial intermediary promising to erase the violation

Only the competent authority can determine the proper remedy and any administrative action.

What If the Online Form Is Not Working?

Try:

  1. Confirm that the official domain is being used.
  2. Try another supported browser.
  3. Check the uploaded file size and format.
  4. Clear an incomplete application.
  5. Save screenshots of the technical error.
  6. Contact the State Migration Service.
  7. Use a Regional Migration Department or ASAN Service centre.
  8. Email using the officially published channel if instructed.

A technical issue should be addressed before the deadline; it does not automatically waive registration.

Registration for Indian Students

An Indian student staying in Azerbaijan for more than 15 days must comply with place-of-stay registration and the separate residence-permit rules applicable to full-time education.

Students should retain:

  • Passport
  • Visa
  • University admission or enrolment record
  • Place-of-stay registration
  • Temporary Residence Permit
  • University ID
  • Accommodation record
  • Medical insurance

The Embassy advises Indian students to carry their TRP and university ID because authorities may request them for verification.

Registration for Indian Workers

An Indian worker may require all of the following:

  • Appropriate work visa
  • Work permit
  • Temporary Residence Permit
  • Place-of-stay or residence registration
  • Registered employment contract

Registration at the place of stay does not grant permission to work.

Read:
