Azerbaijan Temporary Residence Permit for Indian Citizens – Documents, Fees and Extension

An Indian citizen who wants to live in Azerbaijan beyond a short visit needs an appropriate legal ground and may be required to obtain a Temporary Residence Permit, commonly called a TRP.

For an Indian employee, an Azerbaijan work permit can provide the legal ground for temporary residence. However, a work permit and a temporary residence permit are different documents. A work permit authorizes paid employment, while a TRP authorizes the foreign citizen to reside temporarily in Azerbaijan.

What Is an Azerbaijan Temporary Residence Permit?

A temporary residence permit is an immigration document that authorizes a foreign citizen or stateless person to reside temporarily in Azerbaijan.

The residence card also:

  • Confirms the holder’s identity and residence registration

Who Can Apply for Temporary Residence?

Azerbaijan’s Migration Code recognizes several possible grounds for temporary residence. These include, subject to the applicable conditions:

  • Close family relationship with an Azerbaijani citizen
  • Qualifying investment in Azerbaijan
  • Ownership of qualifying real estate

TRP for Indian Workers

An Indian worker will commonly rely on an approved work permit as the basis for temporary residence.

The overall process generally involves:

A passport approaching expiry may limit the period granted or affect acceptance of the application. Renew it early where necessary.

Proof of the Legal Ground

The applicant must submit a notarized or equivalently certified document proving the legal basis for temporary residence.

The State Migration Service states that the work-permit state fee is paid by the employer. Applicants should not allow an agent to combine several charges into an unexplained lump sum.

TRP Processing Time

The standard published TRP fee schedule provides processing choices of:

Payment of the higher fee corresponds to the faster published processing category. It does not guarantee approval.

How Long Is a TRP Valid?

How to Extend an Azerbaijan TRP

Apply for extension at least 30 days before the current permit expires.

Use only official payment channels and preserve the receipt.

What Happens If the TRP Expires?

If the TRP is not extended and no other lawful basis exists, the foreign citizen must leave Azerbaijan within the legally permitted period.

Do not assume that:

  • Filing after expiry automatically regularizes the stay
  • Employer can backdate the application
  • Tourist e-visa can be obtained inside Azerbaijan
  • A work contract alone permits continued residence
  • A pending salary dispute extends immigration status

Contact the State Migration Service immediately if the deadline has been missed.

What Happens If Employment Ends?

When the employment contract ends early:

  • Employer must inform the State Migration Service within the applicable period.
  • Work permit may become invalid.
  • The residence ground may cease.
  • TRP may be affected or cancelled.
  • A new employer may require a new work-permit process.
  • The worker may need to leave Azerbaijan.

The State Migration Service states that if a work permit becomes invalid and the migrant worker has no other legal ground to remain, the worker must leave Azerbaijan within 10 working days.

Do not resign or change employers without checking the immigration consequences.

Can a Worker Change Employers Using the Same Work Permit?

A work permit is connected with the employing entity and approved employment. It should not be treated as an open permit allowing unrestricted work for another employer.

A new employer may need to complete a new work-permit process. The worker should also determine how the change affects the TRP and residence ground.

Obtain written guidance from the State Migration Service before starting work for another entity.

When Can a TRP Be Cancelled?

A TRP may be refused, not extended or cancelled where the legal requirements are not met. Possible problems include:

  • Residence ground no longer exists
  • Work permit becomes invalid

  • Address-registration problem

What If the Residence Card Is Lost?

AZN 20 for reissuing a lost temporary or permanent residence permission card or specified migration decision.

Report the loss promptly and follow the State Migration Service’s reissue procedure. Do not continue relying only on a photograph of the lost card.

Place-of-Stay Registration Is Not a TRP

Indian citizens staying in Azerbaijan for more than 15 days must also pay attention to registration at the place of stay.
