Rainfed Area Development (RAD) — also searched as the Rainfed Area Development Programme — is the Government of India’s main Integrated Farming System (IFS) window for dryland / rainfed farmers. It was launched in 2014–15 as a flagship component of the National Mission for Sustainable Agriculture (NMSA) under the Ministry of Agriculture & Farmers’ Welfare. From 2022–23 it is implemented as a component of PM–Rashtriya Krishi Vikas Yojana (PM-RKVY).
About 51–60% of India’s net sown area is rainfed. It grows most of the country’s millets, pulses and oilseeds, but lives on a short monsoon and a long risk. RAD’s idea is simple: do not bet the household on one crop. Stack crops + trees + animals + a pond / bees / vermicompost, use a watershed-plus base (MGNREGA tanks, PMKSY-WDC works), and give the family a uniform ₹30,000 IFS grant so a drought year does not wipe them out.
Parliament (Lok Sabha, 9 December 2025, MoS Ramnath Thakur) put the lifetime scoreboard at ₹2,119.84 crore Central assistance, 8.50 lakh hectares, 14.35 lakh farmers. NITI Aayog’s 2025 evaluation found the programme works when activities are bundled and site-specific — soil-moisture, diversified crops, landscape approach — especially in drought-prone zones.

Why rainfed India needs a separate programme
Rainfed districts produce a large share of jowar, bajra, ragi, tur, urad, groundnut, soybean and cotton. They also concentrate poverty, migration and monsoon lottery. A single failed kharif can wipe the cash cycle. RAD’s answer is not more rice in a canal command. It is:
- Diversify the farm (millets / pulses / oilseeds / vegetables + trees + livestock).
- Store rain where it falls (farm ponds, in-situ moisture, mulch).
- Converge MGNREGA, PMKSY-WDC, NFSM, MIDH, SMAE, NRLM — RAD pays the IFS gap, not the whole watershed.
- Use ICAR contingency plans and NICRA models, not a Delhi monoculture package.
UPSC trap: RAD discourages monoculture. “Increase rice in irrigated belts” is not an RAD objective.

Objectives
- Mainstream rainfed / dryland development in a sustainable way.
- Raise productivity and income via location-specific IFS (ICAR models).
- Minimise climate risk (drought, dry spell, heat, flood residual).
- Conserve soil, moisture and biodiversity; soil-test / Soil Health Card based nutrients.
- Use a watershed-plus frame — build on tanks, bunds and commons already created.
- Build farmer capacity (ATMA / KVK / MANAGE) and FPOs for small, mixed lots.
- Support extensive livestock, fisheries in rainfed water bodies, and local value chains for millets, pulses, oilseeds.
What RAD actually funds (IFS menu)
Revised RAD–RKVY texts typically give ₹30,000 per family for:
A. Integrated Farming System (must)
Crops (millets / oilseeds / pulses / vegetables / fodder) + trees (horticulture / agro-forestry) + livestock (milch cow/buffalo or ~10 small ruminants/pigs or ~50 birds).
B. Plus at least two of:
- Fishery (pond or rice-field fingerlings)
- Apiculture (one unit / farm)
- Silage (silo + chaff cutter + balance)
- Vermicompost / organic-input unit / green manure
Not allowed: only “more of the same crop” with no second enterprise — unless the cropping system itself is diversified into a climate-fit IFS with rainwater + soil care.
Also encouraged (often via convergence, not the ₹30k alone): farm ponds, pumps, micro-irrigation, seed/sapling, land treatment, grain/fodder banks, biomass shredders, group marketing, women-friendly small machines.
Common property: livestock watering, protective irrigation, grain bank, fodder bank — for the cluster, not one plot.
Cluster & priority geography
Classic NMSA: cluster of 100 ha or more (contiguous, or non-contiguous in hills if nearby). Soil maps / SHC required. ≥25% area under on-farm water management.
Revised drafts: cluster preferably ≥20 ha; ≥25% millets in some states; FPOs / registered societies / cooperatives can hold a cluster.

- Natural Farming clusters (overlap with NMNF)
- WDC / watershed works in last 20 years
- NRLM focus GPs

Assistance is uniform by family, not by acreage. Extra cost = bank credit. DBT: myScheme tags RAD as not a classic individual DBT portal scheme — money rides state agri / RKVY channels after SLSC sanction.
Funding pattern: follows RKVY / CSS (typically 60:40; 90:10 NE & Himalayan). Confirm in the year’s RKVY circular.

From 2022–23, RAD sits in PM-RKVY; PDMC/SHC have their own lives. Don’t write “NMSA has only RAD.”
Implementation path (how a village actually gets it)
- Farmer / FPO / GP asks the District / Block Agriculture Officer whether the village is in a priority rainfed cluster.
- Department builds a cluster project (IFS menu + soil + water + convergence from MGNREGA/WDC/NFSM).
- State Level Sanctioning Committee (SLSC) under RKVY clears the Annual Action Plan.
- Works + training; geo-tag / geo-fence of fields via ministry app → NMSA MIS.
- Farmer documents typically: Aadhaar, land/lease papers, bank passbook, photos.
- Every RAD beneficiary is supposed to be covered under SMAE (extension) programmes.
There is no private “RAD registration fee” WhatsApp agent.

Limits (write them; it makes the article stronger):
₹30,000 is a gap-filler, not a full dairy+orchard package. Impact depends on convergence (pond from MGNREGA, drip from PDMC). Coverage is still a fraction of India’s rainfed net sown area. Early NMSA ₹1-lakh / 100-ha language still floats on coaching sites — label it legacy.

Interesting facts
- Rainfed land is majority India by area, minority by irrigation budgets — that is why NRAA exists (2006).
- RAD is watershed-plus: it is supposed to arrive after the bund/tank, not instead of it.
- Millets moved to the centre of revised clusters (25% in some drafts) — IYM hangover + NFSM.
- ₹30,000 is equal for a 0.4 ha and a 4 ha household.
- Only-crop proposals fail the test; you need a second enterprise.
- NITI evaluated it in 2025 and did not call it a failure — rare for a 10-year rainfed scheme.
- Geo-tagging is mandatory on the NMSA MIS, even after the RKVY shift.
- HP still prints a tiny state RAD line (₹1.53 cr in 2025–26) — scheme is alive but uneven.
- KVKs trained nearly 1 lakh farmers on IFS in a single year (2024–25).
- Do not confuse NRAA (authority) with RAD (scheme) or US “NRA” Google noise.
