What is NSKFDC? About & Objectives
National Safai Karamcharis Finance & Development Corporation (NSKFDC) was set up as an Apex Corporation for the all round socio-economic upliftment of the Safai Karamcharis, Scavengers and their dependents throughout India 3.
Why was it created?
Concerned with the obnoxious and inhumane occupation performed from generation to generations by Safai Karamcharies, Scavengers and their dependants, who are the most down-trodden section of the society and are the poorest among the poor and suffer from low social status, the Government of India has set up a separate Corporation for their socio-economic upliftment so as to enable them lead a dignified life and join the main stream of the society. 1
Key Objectives:
- To provide concessional financial assistance for any viable income generating self-employment ventures.
- To provide Education Loan for pursuing higher education in India and abroad.
- To provide skill development training to the target group for enhancing capabilities for job/self employment.
- To assist in procurement of raw materials and marketing of finished goods/services.
- To work as an apex institution for coordination and monitoring of State Channelizing Agencies (SCAs), RRBs and Nationalised Banks.
- To help in strengthening Government policies for socio-economic development of Safai Karamcharis.

B. Non-Loan Based Schemes
- Skill Development Training Programmes (SDTP): Employment linked skill training with stipend @ Rs.1500/- per month + training cost. Duration varies as per MSDE guidelines.
- Entrepreneurship Development Programme (EDP): Up to 1 month, non-residential, to equip beneficiaries to set up own business.
C. Central Sector Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS)
NSKFDC is the Nodal Agency for SRMS under MoSJE.
Who is eligible? Manual Scavengers identified during survey as per MS Act-2013 and their dependents above 18 years.
Benefits:
- One Time Cash Assistance (OTCA) of Rs.40,000/- to one person per family.
- Capital Subsidy for self-employment projects:
- Project cost upto Rs.5 lakh : 50% subsidy
- Rs.5 lakh to Rs.15 lakh : Rs.2.5 lakh + 25% of cost between 5-15 lakh
