Chukeiren (中経連, Chūkeiren) is the everyday name of the Central Japan Economic Federation (一般社団法人 中部経済連合会) — the wide-area business chamber for Japan’s industrial heartland. It is not Tokyo’s Keidanren and not a government ministry. It is a niche regional peak body: the voice of companies, universities and local economic associations across five prefectures — Nagano, Gifu, Shizuoka, Aichi and Mie — headquartered on the 10th floor of Nagoya Sakae Building, Higashi-ku, Nagoya.

Founded 2 April 1951, when post-war Chubu still felt the occupation hangover, it now counts about 800 members (older English pages said ~770; the 2025 site says approximately 800about a quarter manufacturing). That is Toyota-country plus machine tools, aerospace, ceramics, power, rail (JR Central), banks and Tokai universities — the belt that makes Japan’s cars, chips-adjacent parts and the Linear Chuo Shinkansen.

If Keidanren is the national zaikai megaphone, Chukeiren is the Chubu edition: surveys, teigen (policy recommendations) to Tokyo and prefectural halls, member round-tables, and “connect industry–academia–government–finance–regions.” Chairman since 18 June 2025Satoru Katsuno (勝野 哲), Chairman of the Board, Chubu Electric Power — the 11th Chuden man in a line of 16 chairs.

Why it exists (the niche)

Tokyo sucks people and HQs. Chubu makes things — especially cars and parts — and sits on a Nankai megathrust clock. Chukeiren’s job is to:

  1. Aggregate Tokai/Hokuriku-adjacent business opinion so Kasumigaseki hears one Chubu voice.
  2. Lobby infrastructure that only works at five-prefecture scaleLinear Chuo Shinkansen, expressways, Chubu Centrair, ports, power.
  3. Push GX + DX of factories (green + digital) so the auto cluster survives US tariffs and EV disruption.
  4. Fight labour shortage and youth drain to Tokyo.
  5. Run member platforms (round-tables in Nagano, Gifu, Mie, Shizuoka, Aichi, Higashi-Mikawa, Kamiina…).
  6. Diplomacy-lite: Greater Nagoya Initiative — pull firms, talent and tech into Greater Nagoya (briefed to foreign consuls, e.g. Philippines CG, Aug 2025).

It does not issue licences, pay farm subsidies, or sit in the Diet.

Members & who should care

Open to companies, educational corporations and economic bodies that work mainly in the five prefectures. A quarter are manufacturers — the rest banks, utilities, trading, transport, universities, local chambers.

Join if: you plant a factory in Aichi/Mie, want Linear-station economics in Gifu/Nagano, or need a Nagoya door that is not METI Chubu Bureau.

Don’t join if: you wanted Keidanren voting rights in Otemachi — different postcode, different club.
