New Delhi: When news reports or official websites mention that a Prime Minister spoke to a President or another Prime Minister over the phone, and a formal press release follows within hours, many people wonder: Do leaders of this level really just pick up the phone and talk? Are these conversations casual, or is there a structured process behind them?
The short answer is that such calls are neither spontaneous chat sessions nor empty formalities. They are carefully arranged diplomatic engagements that form an important part of modern foreign policy.
How These Calls Actually Happen
High-level telephone conversations between heads of government or state are planned well in advance through official diplomatic channels. The Ministry of External Affairs, Indian embassies or high commissions, and the foreign ministry of the other country coordinate the timing, duration, and broad agenda. Interpreters are arranged if needed, and both sides prepare talking points beforehand.
These calls usually cover specific subjects — bilateral cooperation, regional developments, trade, defence, or global issues such as a pandemic. In June 2020, for example, Prime Minister Narendra Modi held separate telephone conversations with the President of Rwanda, the President of the Philippines, and the Prime Minister of Israel. These took place during the early phase of the COVID-19 crisis, when direct personal contact helped maintain political communication at a time of restricted travel.
Why Press Releases Are Issued
After most such calls, both sides issue official press releases or “readouts.” These statements do not reveal every detail of the private conversation. Instead, they publicly record that the discussion took place, list the main subjects covered, and often highlight areas of agreement or future cooperation.
Issuing a press release serves several purposes:
- It creates an official record of the engagement.
- It signals to domestic and international audiences that the relationship remains active.
- It allows both governments to control the public message.
- It provides transparency without compromising sensitive discussions.

Contrary to popular imagination, these are not informal chats. Protocol is observed, time is limited, and the conversation remains focused on agreed topics. Leaders may speak warmly and personally, but the overall exchange stays within the framework of state-to-state diplomacy.
