How to Apply for an Auto Emission Testing Centre (AETC) License in Kolkata

Introduction

In an effort to combat air pollution and enhance the quality of vehicle emission testing, the Public Vehicles Department (PVD), Government of West Bengal, periodically invites applications to establish new Auto Emission Testing Centres (AETCs) in Kolkata. These centers operate on a Build, Own, and Operate (BOO) basis under a government license.

This guide is designed for entrepreneurs, firms, and individuals interested in applying for and setting up a licensed AETC (commonly known as a Pollution Checking Centre or PUC Centre).


Part 1: Core Requirements & Eligibility

Before you consider applying, you must meet these fundamental criteria:

  1. Financial Solvency: You must demonstrate a financial capacity of Rs. 25 Lakhs. This can be proven through:
    • An average annual turnover of Rs. 25 Lakhs for the last three consecutive financial years (e.g., 2013-14 to 2015-16), OR
    • For new entities/individuals, holding Rs. 25 Lakhs in the form of Bank Fixed Deposits, Savings, Shares, or Debentures.
  2. Clean Record: You, your firm, or any consortium members must not be blacklisted or debarred from government tenders/EOIs by any Central/State Government or PSU in India or abroad.
  3. Entity Type: The applicant can be an individual, proprietor, partner, director, or managing director of a firm/company.

Part 2: Step-by-Step Application Process

Step 1: Obtain the Application Package

Secure the official EOI (Expression of Interest) notification and its annexures from the Office of the Director, PVD, Kolkata (38, Beltala Road). The key documents are:

  • Annexure-1: A comprehensive Affidavit listing all 35 Terms & Conditions.
  • Annexure-2: The main Application Form.
  • Annexure-3: List of Proposed Locations in Kolkata where new AETCs are to be opened.

Step 2: Fulfill the Mandatory Pre-Application Checklist

Your application MUST include the following documents (as per the EOI). Incomplete submissions will be rejected.

  • Cover Letter: Application on your firm’s official letterhead.
  • Duly Filled & Signed Annexures:
    • Annexure-1 (Affidavit): Signed on every page. Your photograph must be affixed with your signature half on the photo and half on the paper.
    • Annexure-2 (Application Form): Complete all sections.
  • Identity & Business Proof:
    • Self-attested copy of Voter ID, Aadhaar Card, Passport, or Driving License of the applicant.
    • Certificate of Registration/Incorporation of the firm (if applicable).
    • Partnership Deed (if applicable).
    • Self-attested copy of Trade License.
    • Self-attested copy of PAN Card.
    • Self-attested copy of Professional Tax Registration and clearance certificate.
  • Financial Documents:
    • Income Tax Returns for the last three financial years.
    • Certificate from a reputed Chartered Accountant with a Balance Sheet proving financial eligibility (Rs. 25 Lakhs).
  • Technical & Infrastructure Details:
    • Details of the proposed AETC location (address, area).
    • No-Objection Certificate (NOC) from the vehicle manufacturer or oil company (if applying as their retail outlet/workshop).
    • Details of pollution checking equipment (make, model, approval certificates as per CMV Rules 1989).
    • Details of the proposed Authorised Operator (ITI certificate in Motor/Auto Mechanic, training certificate from equipment manufacturer).
  • Other Essential Declarations:
    • Self-Declaration/Affidavit confirming you are not blacklisted.
    • Undertaking to abide by all Terms & Conditions.

Step 3: Prepare and Submit the Application

  • Compile all documents in the prescribed order.
  • Self-attest every page of every document with your signature and rubber stamp.
  • Place the complete set in a sealed envelope.
  • Superscribe the envelope with: “Application for establishment and operation of AETC”.
  • Submit the envelope to the Confidential Section of the Director, PVD, Kolkata, before the deadline (as per the memo, it was 4:00 PM on 12th December 2016).

Part 3: Key Operational Terms & Conditions (What You Are Signing Up For)

If granted a license, you must strictly adhere to these rules:

  1. Infrastructure: Set up an air-conditioned cabin (min. 2.5m L x 2m W x 2.5m H) to house equipment, protected from weather.
  2. Equipment: Use only approved 4-Gas Analysers (Petrol/LPG/CNG) and Smoke Density Meters (Diesel) with valid ARAI certification. Equipment must have an Annual Maintenance Contract (AMC).
  3. Calibration: Calibrate analysers at least once every four months using calibration gas, maintaining detailed records.
  4. Connectivity: Maintain a dedicated internet connection (min. 1 Mbps broadband/data card) for real-time online data transfer to the PVD server.
  5. Trained Operator: Employ a full-time, qualified operator (minimum ITI in Motor Mechanic) who is trained and approved by the Transport Department.
  6. Online Process: Issue PUCC (Pollution Under Control Certificates) ONLY in online mode using the prescribed software. A webcam must capture the vehicle’s number plate. No manual entries are allowed except the operator’s signature.
  7. Pricing & Display: Charge only government-prescribed fees. Prominently display rates, emission norms, license number, and testing steps.
  8. Record Keeping: Maintain PUCC counterfoils for 1 year and detailed daily test reports for 5 years.
  9. Hologram & Fees: Deposit an advance payment per PUCC with the PVD for holograms (to be affixed on certificates) and pay all annual/renewal license fees on time.
  10. Ownership: You cannot sublet, subcontract, or rent out the AETC license. You must operate it with your own employees.
  11. Strict Compliance: The PVD can suspend or cancel your license for violations, faulty equipment, or fraudulent activity (like issuing offline PUCCs). Cancellation leads to a 1-year blacklist for the owner and the location.

Part 4: After Submission – The Selection & Setup Phase

  1. Evaluation: The PVD will evaluate all applications. They reserve the right to accept or reject any application without assigning a reason.
  2. Letter of Offer: If selected, you will receive a Letter of Offer.
  3. Final License Application: You must then formally apply for the “License for Operation of a New Centre for Auto Emission Testing” as per the Motor Vehicles Act, 1988.
  4. Establishment: Upon final approval, you must:
    • Set up the physical infrastructure as per specifications.
    • Install and get the equipment inspected and approved by WBPCB and Transport Department officials.
    • Ensure your operator receives final department approval.
    • Begin operations strictly following the 35-point guideline.
